About us

Why Energy & Water data Management

Efficient management of energy and water resources is fundamental to achieving Europe’s climate neutrality goals. Buildings account for a significant portion of global energy consumption and water use. Without accurate data on these resources, optimisation becomes impossible. This is where energy and water data management plays a pivotal role.

By enabling precise measurement, monitoring, and allocation of resource usage, energy and water data management empowers building owners, operators, and occupants to make informed decisions. Smart data management systems help in multiple ways:

Enhancing transparency, by providing fair and accurate billing through submetering.

Optimising resource use, by identifying inefficiencies and reducing waste.

Enable digitalisation and decarbonisation, driving the transition to smarter, greener buildings equipped with future-ready technologies.

our story

History

EVVE was founded on 24 November 1993 in Copenhagen as the European Association for the Consumption-Based Billing of Energy Costs. Its creation was driven by the vision of harmonising energy cost allocation practices across Europe in response to the establishment of the European Single Market.

Bringing together leading companies from Germany, Denmark, France, Greece, the UK, Italy, Luxembourg, and the Netherlands, EVVE was formed as a European Economic Interest Group (EEIG). From its inception, the association has played a pivotal role in advocating for energy efficiency, fair cost distribution, and digitalisation in buildings.

EVVE has worked closely with European institutions and national governments to support key regulatory developments, including the EU's SAVE programme (1991) and subsequent directives that mandated consumption-based billing to improve energy efficiency and reduce CO₂ emissions.

Over three decades later, EVVE continues to be the voice of energy and water data management in Europe, uniting industry leaders to drive smart and sustainable resource management in buildings.

Our Vision & Mission

Our Vision:
To accelerate the transition to a climate-neutral Europe by empowering the smart, sustainable, and efficient use of energy and water in buildings through innovative data management solutions.

Our Mission:

  • Advocate for fair and effective policies that prioritise resource efficiency in buildings.
  • Promote best practices in energy and water submetering and data management.
  • Provide stakeholders with the tools and insights necessary for optimising resource use.
  • Unite industry leaders to ensure that Europe’s buildings are ready for the challenges of tomorrow.

Through collaboration, knowledge sharing and advocacy, EVVE ensures that energy and water data management remains at the forefront of Europe’s journey to sustainability.

Governance

Our structure is designed to represent our members’ interests while driving meaningful industry impact. The association is led by a Board of Directors, elected from our membership, which oversees strategic decisions and advocacy efforts. The Board appoints the President and Vice-President. Day-to-day operations are managed by the Secretariat, based in Brussels, ensuring alignment with EU policy developments and industry needs. Through active member participation and a clear governance framework, EVVE fosters collaboration, accountability, and a strong collective voice in European policymaking.

Statutes

Considering the idea of a further improvement of the economical and efficient energy use in Europe the companies undersigned join together to an European Interest Grouping. In this connection the Europe-wide introduction of the consumption-based billing of energy costs is to the fore.

The members are obliged to put the common spirit of the association over national interests.

The working language of the association are German, English and French. The language in which a document is originally written, is regarded as the obliging version.
